Howdy,
My interepretation is that the coolant is completely full when the sensor is even
with the top of the fill cap. Is this correct?

If you are talking about the "floater gizmo" in a modern BMW rad, then yes

it is exactly full when the top of the floater is even with the filler
opening.

Well, that's what I call it. I suppose the technical term would be a
"negative bouyancy level indicator", but "floater gizmo" has a certain
ring to it.

You've forgot the "kalt" part of the label. Kalt in german means cold in
english.
So that's the level coolant should have when engine is cold.
