Corolla 1996 - where are low beam fuses?

I installed a new halogen bulb in the RH low headlight but the light doesn't
come on. I found the fuses for the high beams and those lights & fuses are
OK. I can not find the fuses for the low beams. I did find the low beam
relay. My manual says there's a fuse box near the RH headlights on the
engine side of the radiator wall but I can not find it.

Anyone know where the low beam fuses are?
