bought impulse brake controller... installed the plug onto the floor near my left foot 2nd from the left.. wired in a 7 way flay plug on the bumper...when i hit the brakes it dont matter if the contoller is set at 5 percent or 99 percent braking the trailer tires still lock up... even when i disconnect the brake controller the tires still lock up...help,.,
