Does California state law say that if a mechanic misdiagnoses the
problem on a car and fixes the wrong component, that mechanic or
autoshop can not legaly bill you for the ill informed repair?

For example, mistakenly fixing something that doesn't need to be fixed
with the end result being that there is still the same problem with
the car?
